Project Procurement Manager

Job responsibilities:

The job holder will be assigned the position as Project Procurement Manager and may have, but not limited to, the following responsibilities:

  • Execute decisions made within assigned roledecisions made within assigned role
  • Actions assigned to him/her
  • Completion of work on time, within budget and to the agreed quality
  • Delivery in accordance with internal and external guidelines, regulations, requirements and expectations
  • Participate in procurement tender work, ensuring that all procurement obligations are fulfilled
  • Perform procurement activities according to the project start-up plan
  • Establishment of project procurement strategy
  • Ensure establishment of a subcontract strategy
  • Establish material control philosophy
  • Establish and verify Procurement Milestone Plan (PMP), including budget cost
  • Establish bidders list
  • Establish procurement package responsibility matrix
  • Verify that contractual obligations are covered by W3, and request project specific amendments/ guidelines if required
  • Ensure implementation of required client contract requirements and arrange contract awareness seminar for Procurement personnel
  • Establish model documents for procurement activities (i.e. project specific templates)
  • Establish procurement working and reporting routines
  • Participate in project management
  • Monitor and report progress of work
  • Participate in specific task force when required
  • Ensure quality assurance of relevant activities in the procurement process
  • Guide and supervise personnel within own area
  • Inform Project Manager of identified risks and mitigating activities
  • Handle delegated responsibilities from Project Manager
  • Ensure close-out of procurement packages
  • Implement experience transfer

Work experience requirements:

  • Minimum 15 years of project procurement experience in the Oil & Gas industry preferably in Offshore upstream sector.
  • Must have experience in running 3 projects in Oil & Gas industry preferably on topside FPSO projects.
  • Possess strong working knowledge on procuring technical equipment / bulk materials for Oil & Gas industry.
  • Has experience in managing a team of procurement / package buyers to support the project.
  • Must be a self-starter, independent and self-motivated
  • Must have full understanding of the procurement and project execution processes for topsides modules in FPSO or Platform.
  • Understanding of logistics Incoterms and logistics planning for the project.
  • Understand of warehouseing activities in the project

Qualifications:

  • Degree/Diploma/Certificate in engineering or business related.
  • Certification in supply chain, logistics and procurement will be an advantage

Other skills:

  • Must have effective written and verbal communication skills to write project reports and present project procurement issues to the team and external parties in English.
  • Must have effective negotiation skills with suppliers for the purchasing of the equipment / bulk materials for the project. Bulk materials include piping bulks, structural steel plates & profile and E&IT bulks.
  • Must have effective project management, problem-solving, leadership, people skills
  • Experienced in SAP MM modules functions preferred
  • Demonstrate strong interpersonal and presentation skills
  • Effective analytical skills and meticulous in his/her work
